    2011年9月6日親愛的Noam Chomsky先生,您好嗎?我是姜東均(Kang, Dongkyun),濟州島江汀村代表。江汀村村民已走過了共4年4個月抗爭的艱苦日子,對抗非正義的海軍基地。決策過程是非正義的,因為絕大多數的村民反對海軍軍港建設。且,就地理位置而言,江汀村並非合宜的海軍軍港座落地。雖然這些問題存在,南韓政府以及南韓國防部忽視人民的意願,力推此計畫,也因此造成了許多的衝突,不僅止是社區內的衝突還有整個島內的衝突。鄰居間關係疏離,過去親密的人際關係也破裂了。

    當前,濟州島力爭成為世界新七大自然奇蹟之一。其競爭的條件即在於濟州火山島以及江汀村獲得聯合國教科文組織的多項肯定:聯合國教科文組織認定的生物保留區、聯合國教科文組織的世界自然遺產名錄、並為聯合國教科文組織的世界地質公園。

    我們的江汀村很榮幸的獲得聯合國教科文組織認可的三項殊榮。我認為如果海軍基地將建造於江汀村,那麼濟州島力爭成為世界新七大自然奇蹟之一的努力將變得毫無意義。

    濟州島有兩條路可以走,一是增加區域緊張的軍事化的濟州島,另一則是成為和平之島,妥善的保護其令人屏息的自然美景,使所有來自世界各地愛好和平的朋友能夠欣賞此番美景。

    以國家利益和南韓身為國際共同體成員的身分來考量,哪一個才是正確的選擇呢?

    我已經讀了您的文章以及表達支持的訊息。謝謝您的幫忙。當您說武力的統治以及暴力將被同樣的武力所絆倒,我不能再同意您更多了。歷史證明了這一點。

  • 江汀村國際組舉辦『國際團結』談話

    Brother Song、婦女會會長Jeong Young-Hee以及江汀村村長姜東均在江汀村和平中心進行談話。

    在6月12日(星期三),江汀村國際組於每晚在江汀村和平中心舉辦的燭光集會上進行了關於「國際團結」的談話。此談話主要分享了近期由江汀村村民或者活動家所進行的「團結之旅」行動。講者共有三名,第一位是近期由美國加州柏克萊返回的江汀村村長姜東均,他在那裡參與了2013年的Moana Nui會議(6月1日及6月2日)。Moana Nui是一個國際團結聚會,由全球化國際論壇(IFG)以及 Pua Mohala I Ka Po舉辦,並與北加州海洋聯盟(OCNC)合作。其主題為「亞太人民–對抗軍事化、資源盜取、全球化以及亞太樞紐戰略」。共45位來自20個國家的講者參與,其中包括江汀村 村長,他分享了亞太抗爭運動一環的江汀村抗爭。

    第二位講者是江汀村婦女會會長 Jeong Young-Hee,他近期才剛結束在美國各地的緊密演講行程。由四月底開始共約20日的行程,她拜訪了ˊ6個不同的地區,包括夏威夷、波士頓、緬因、紐約、舊金山以及洛杉磯。在那她於各類的活動中,包括和Noam Chomsky教授的分享談話中,她分享了江汀村的故事以及她個人的奮鬥。第三位講者是Song Kang-Ho博士(Brother Song),他剛從沖繩訪問回國。他因5月18日–沖繩由美國軍政統治回歸日本統治的四十週年紀念而受邀。除了加入此活動,他拜訪了許多地區以分享濟州島的故事以及非武裝和平之島團結運動。

    在江汀村村長談話以及回答問題時,他說他對於柏克萊進步的氣氛感到印象深刻,並感覺雖然那是許多諾貝爾獎得主的家,許多人以省吃儉用而非華而不實的方式過活。他也分享,他遇到了許多來自太平洋海各地的人,尤其是來自小島的人,由他們身上,他發現由於對資本無止盡的追求、新自由主義,和軍國主義,使他們也像濟州島一樣受苦。並且,他們都是第二次世界大戰的受害者。他說美國聲稱他們以「和平軍隊」來為「世界安全」做事,但是事實上,他們正在折磨這些小島。他說,他相信由沖繩、台灣以及濟州島此三角形開始的「為了正義的和平之跨島嶼團結」是可能的,因為在會議上,他感受到在會議上鍛造團結鍊的迫切需要。他也分享在柏克萊有一株2000年的老樹,樹上已有一個大洞,洞大到他可以爬進去裡面。他們在那保存那棵樹,以及他對於他們保育他們環境的努力,感到印象深刻並感到尊敬。另一方面,他對於美國一方面保持他們自己的價值,但同時,又尋求毀壞其他的價值這件事感到傷心。

    關於婦女會會長 Jeong Young-Hee的分享,她說了一個讓她印象深刻,在夏威夷遇到的一位年近七十歲的本土女性活動家的故事。他自小失去雙親,即使回到當她的祖母仍在世時,當時是美國殖民夏威夷的第100周年。直到現在,她仍不斷為了恢復夏威夷而奉獻,並且也曾為了她的奮鬥而入獄。另外,她遇到了許多在美國的韓僑活動家,並對她們感到印象深刻,即使江汀村不是他們的故鄉,他們為了江汀村竭力工作。她說,看到那麼多美國人對江汀村抗爭的支持,她覺得受到很大的鼓勵,但同時很多海外的韓國人、韓裔美人反而對此事採取不關心的冷淡態度。她說,她甚至對一位像是韓國政府密探的人大吼。她說,她從這個經驗中學習到很多,她也希望其他的村民也能夠獲得這樣的機會作相同的事。

    最後,Brother Song談了關於濟州島、台灣以及沖繩的相似處。他說,這些島嶼都有類似的歷史背景,並且都以相類似的方式因大國而受苦。為了創造「為了正義的和平之島嶼間的團結」運動,他建議我們將這三地看作「試驗的三角」來展開此運動。他說了一個被台灣控制的島的故事,那個島叫作「蘭嶼」或「人之島」,中華民國政府在完全未與島民商量的情況下,在此島嶼丟棄核廢。相當諷刺的是,所有最美麗的島嶼,都遭強權國家毀壞。他於是也說,那些比起濟州島還弱小的島嶼,需要濟州島的團結和經驗。同時,已經抗爭了超過68年的沖繩,也試圖從軍事基地中要回他們的一些土地,但是所有的地都遭到相當的汙染。然而,比起土地的汙染,精神的汙染更是危險。在沖繩,有一個被歸還的地方叫作「美國村」。但是那土地受到汙染,且其經濟依賴著軍事基地,所以那裡的人們掙扎著,最終,他們創造了一個美國式的村莊,以服務美軍成員,所以他們可以存活。他說,我們需要一個關於和平的強烈願景,所以即便我們的土地被汙染,即便軍事基地被建造,我們的精神不能被汙染。例如,在江汀村,我們可以為和平活動家創造空間,讓他們移居,提供難民土地,建立和平公園,並進行和平教育,基本上就是創造一個大型的和平村。為了替「為了正義的和平之島嶼團結」運動聚集島嶼,他建議在島嶼間航海。他也邀請世界各地的朋友,加入今年十月在韓國釜山舉辦的普世教協(WCC)活動,在此會議期間,將舉辦「為了正義的和平之島嶼團結」運動工作坊。

  • 朴正熙、朴槿惠以及濟州島海軍基地

    為何朴槿惠不應成為總統?

    韓國第18屆總統選舉只剩3天,執政新國家党總統候選人朴槿惠和在野民主統合党候選人文在寅的對決,也進入最後決戰。

    在此選舉中,反對濟州島海軍基地的人民所呼之欲出之話是:朴槿惠決非明智選擇。

    近期出刊的時代(Time)雜誌亞洲版本放上了韓國執政新國家党總統候選人朴槿惠的照片,並下了這樣的一個標語:強人的女兒(The Strongman’s daughter)。此封面標語激起了許多韓國網民一陣嘩然輿論,是以時代雜誌編輯很快地便將寓意不明的「強人(Strongman)」改作「獨裁者(Dictator)」。

    韓國執政新國家党總統候選人朴槿惠有一個靠兵變上台、在韓國進行18年軍政治、享獨裁者臭名的父親—朴正熙。

    朴正熙與濟州島海軍基地

    1969年6月6日,朴正熙當政之時,韓國京鄕新聞報的報導清楚指出:韓美官方共同決議在韓國建造海軍基地以及美空軍基地以保衛亞洲的安全。在6月6日,一位韓國外交部高階官員指出:關於在韓國領土上建造美國海軍基地一事,將於韓美國防官員第二次會議中進行討論,而不與加強韓國海軍實力措施一事共同討論。此官員還說:「韓國政府建議濟州島作為海軍基地座落位址」。

    前總統朴正熙也表示:願意提供濟州島作為美軍基地位址,也就是美國可以使用濟州島作為任何軍事基地,包括海軍基地,更別提空軍基地了。當時官方避免提及美國在韓海軍基地之規模,然而此官員說了:即便海軍軍港規模不如遭到美國核潛艦「征服」的日本佐世保市(Saeseho),但此海軍基地將會包含一些附屬設施,例如各類船艦所必需的修船設施…。

    韓國總統大選將深深影響濟州島之命運

    麻省理工學院語言學及哲學系榮譽教授Noam Chomsky對於韓國19日總統大選做出聲明:「韓國19日總統大選將對韓國以及其地域造成深厚影響,此「影響」的寓意深遠。南韓人民將擁有一次機會,不顧路上荊棘、朝向和平以及和解的道路行走的機會,或者選擇造成嚴重毀壞的對立、軍事化以及威嚇。

    在此次大選中,濟州島命運走向應該做為此次大選的考量重點。濟州島人民多年來勇敢地堅持濟州島將成為真正名符其實的「世界和平之島」的夢想,並堅決抵抗與此夢想完全相抵觸之軍事化腳步。濟州島海軍基地計畫不只嚴重地毀壞環境以及島民的生活,更可怕的是將種下危險衝突的種子,甚而捲入強權國家間的潛在衝突。我希望並相信投票者能在投票時將此事作為優先。」
