  • National Assembly Woman, Jang, reports relocation of endangered species poorly done

    [Oct. 12] The relocation of the habitats for the endangered species in the Jeju naval base project area was driven in a rough-and-ready method: A National Assembly woman, Jang Hana, reports.

    “[T]he relocation of the endangered species in the Jeju naval base project area was unreliably processed. In the Gangjeong village port, tens of red-foot crabs (Sesarma intermedium, 2nd class of the endangered wild animal/plant by the ROK government) were discovered dead. It is because the red-foot crabs were moved in fish traps without protection of them during the process of the relocation to an alternate habitat (* Seongwenne Creek, nearby the Gangjeong village). It has been revealed that the investigation and habitat relocation on the narrow-mouth toad has not been properly performed. Even though the website of the Jeju civilian-military complex tour beauty reads that about 900 individual numbers of the Narrow-Mouth Frog( Kaloula Borealis, 2nd class of the endangered wild animal/plant by the ROK government) have been relocated, it turned out that they were all tadpoles. There is high possibility that all the adult narrow mouth toads have been killed during the construction process and there is low possibility that the relocated tadpoles survived, too.” (Press Release by Jang Hana, National assembly woman)

    [Press Release on the Inspection of government offices] Alternate habitats for the endangered species of the Jeju naval base project area…full of the unreliable, when applied to the US guideline.

    Jang Hana, National Assembly woman, says, “In South Korea, alternate habitats are an indulgence for development”

     

     

    1.Jang Hana, a National Assembly woman (Democratic United Party) has submitted a report titled, ‘Analysis on the environmental contamination due to military base and independent environmental impact assessment,’ as a resource material for the National Assembly inspection of the government offices by the Environment and Labor committee of the ROK National Assembly.

     

    2. According to the report, it was proved out that the relocation of the endangered species having been processed in the Jeju naval base construction has been in a rough-and-ready method, as a result of applying the ‘Guideline on the Relocation Plan on the Endangered Species,’  by the US department of the Interior.

     

    3. In the report that Jang Hana, National Assembly woman, has investigated, the relocation example of Desert Tortoise (Gopherus agassizii), a worldwide endangered species, is presented. In the guideline on the relocation of Desert Tortoise, which is formed of total 7 stages, one glances elaborate concern and will on the protection of the endangered species in all the process of plan-investigation-relocation-adaptation etc.

     

    4. According to the guideline, comparison and observation on the habitat environment between the alternate habitat and 3rd region should be done before the relocation [of species] to an alternate habitat. According to the 2nd stage in the guideline, one should choose original habitat, alternate habitat, and the 3d habitat and should observe all the three sites. Then one observes the individual numbers etc. of the Desert Tortoise in an alternate habitat and 3rd habitat to observe on the matter of success [of relocation] in the alternate habitat and catch hold of problems [on it, if any]. However, National Assembly woman Jang says, “there was no part on the comparison and observation on the 3rd habitat,’ in the service [company] report on the release of the red-foot crab (Sesarma intermedium, 2nd class of the endangered wild animal/plant by the ROK government), which was processed during the Jeju naval base project into an alternate habitat

     

    5. There is so called evacuation investigation according to the 4th stage of the guideline, which means that all the subjected species should be relocated to an alternate habitat with no individual number left in an original habitat. It means ALL individual numbers because the original habitat would be destroyed. Further an individual with abnormality in health should get heath check and rehabilitation medical treatment that costs $ 9,000 for an individual number for five years.

     

    6. In the 6th stage of the guideline, concrete explanations on relocation method is presented. The relocation should be done as possible as in spring, while release should be done within the range of 18~30 centigrade and safekeeping box should be moved through a clean and oxygen-enough container. The sanitary condition of the container is important, as well. Containers should be sterilized with household bleach or manufactured goods certified by the Department of the Interior U.S. Fish and Wildlife Service. Also all the Desert Tortoises must make contact with water within 12 hours before their release and must be released in a protection zone of no high density.

     

    7. The last 7th stage is on the monitoring and adaption management after relocation. In the guideline , monitoring point time and period is very elaborately presented. After the relocation to an alternative habitat, at least five years should be monitored. The monitoring should be done once within 24 hours right after release, minimum twice within two weeks’ release right after release, minimum once a week. However according to Jang, the monitoring cycle on the red-foot crabs in the alternative habitat (* Seongwenne Creek, nearby the Gangjeong village.See HERE) of the Jeju naval base project area was merely once in 6 months.

     

    8. However, the relocation of the endangered species in the Jeju naval base project area was unreliably processed. Still [relocation itself] is being processed very unreliably in a rough-and ready method. She plans to strongly demand protection measures on the endangered species in the Jeju naval base projection area during the National Assembly inspection on the government affairs.

     

    10. Otherwise, the report submitted by Jang has been made by the Green Korea United and Endangered Species International (ESI), an IUCN member group and overseas environmental group who made joint investigation.

    On June 18, the widely reported in Korean media was the result of the international workshop to investigate on the impact on Jeju sea soft corals caused by the naval base construction, which was a follow-up of the ‘International Symposium on the Conservation of Soft Corals in Asia-Pacific: Impact of Military Bases on Soft Coral Communities,’ National Assembly seminar hall, Seoul, June 10.

    The whole workshop and site investigation (June 11 to 13) was organized by the Gangjeong Village Association, Jeju Pan-Island Committee for Stop of Military Base and for Realization of Peace, National Network of Korean Civil Society for Opposing to the Naval Base in Jeju Island, and Office of Jang Hana, National Assembly Woman .

    The task force team on the monitoring of the soft corals in the Jeju naval base construction area included Dr. James E. Maragos, U.S Fish and Wildlife Service, a member of the soft coral expert group, IUCN; Dr. Simon Ellis, Marine and Environmental Research Institute of Pohnpei; Dr. Abe Mariko, The Nature Conservation Society of Japan; Office of Jang Hana; Green Korea United; PSPD (People’s Solidarity for Participatory Democracy); Gangjeong Village Association; and specialist divers.

    The team pointed out above all that the navy’s post-environmental impact assessment has been conducted in the wrong sites.

    The ROK navy has assessed in its ‘post environmental impact assessment result report,’ that there is ‘no impact due to naval base [construction] in the numbers of soft coral species, density of floating stuffs, and change of current etc., since the 2009 EIA and its following period of post-EIA (2011 to the current)

    The team, however, pointed out that the navy’s ‘post-EIA result report shows the navy has not processed on the monitoring on soft corals and measuring on current & floating material in the areas of the Gangjeong lighthouse and Seogeon Island, which are located within the 4~500 m or there about from the [currently built] naval base breakwaters and within the direct impact zones due to the naval base construction.

    The team reported from their own investigation that ‘in the areas directly impacted by the naval base construction, a symptom of the maritime environment change that seriously threatens the soft coral habitats is found.’ According to them, the changed environment is VERY WORRISOME, compared to the period in Aug. 2012 when the maritime construction has not been taken in earnest, yet.

    Simon Elise who has monitored the same areas, visiting Jeju in 2012, pointed out that ‘the expansion and the increment of the sediments that are filed up on soft corals interrupt their feeding activities. Not only that, it seems that the ROK navy is not properly carrying out its role enough even though management on the sediments is necessary because they are the threatening element for their poison effect.’ (* translation from Korean media)

    .According to the team, the current in those areas has weaken like a lake [even though the monitoring was carried out in the period when the current is the strongest] The experts say that the weakened currents bring concern about the coral ecology as soft corals have habits to take feeding activities by expanding themselves when current is strong.

    Following the monitoring, Yoon Sang-Hoon, Green Korea United claimed:

    “The species that are protected by law is in crisis. We demand the stop of construction(destruction) and accurate investigation above all..

    Shin Yong-In, a law professor of the Jeju University reminds that the naval base construction is processed with conditions attached:

    “Shouldn’t the construction(destruction) be stopped and re-examined when natural memorial is damaged? Isn’t the reason why the Ministry of Environment and Cultural Heritage of Administration of Korea exist? Just for the pretext that the naval base is a national security project, the rest problem has been indulged. If you look at the current EIA, there should be no damage on soft corals.”

  • UNESCO totally cheated by Jeju Island Government

    Navy and companies’ illegal dismantling of damaged caissons on the sea

    1. Maintenance of UNESCO Biosphere Reserve despite massacre of nature?/ People’s letter to the UNESCO 

     

    Despite great mass killing of UNESCO sea creatures in the Gangjeong Sea, Jeju, it is reported that the UNESCO International Coordinating Council of the Man and the Biosphere program (MAB) adopted the report by the Jeju Island government in its eval‍uation on May 28, 2013. The eval‍uation is held every 10 year. The Jeju Island became to continue to hold the title of the UNESCO triple-crowned: The Biosphere Reserve, World Natural Heritage and Geology Park.     The Jeju Island was designated as the Biosphere Reserve in Dec. 2012. The total designation area is 30.94㎢, which is about 45% of the whole area of the Jeju Island, It includes the Halla National Park, Youngcheon (Young Stream), Hyodoncheon (Hyodon Stream), Moonseom (Moon Island), Beomseom (Beom/ Tiger Island), Seopseom (Seop Island) that were designated as the CORE Biosphere Reserves in 2012.     The National Network of Korean Civil Society for Opposing to the Naval Base in Jeju Island has sent a letter to the UNESCO MAB secretariat as of May 29, to request the UNESCO ‘objective reviews on the Jeju Biosphere Reserve,’ concerning about the ‘destruction and pollution of the Jeju Biosphere Reserve in relation to the Jeju Naval Base construction.’ Please see the letter in English in the site (Please scroll down mouse until you see the English part).

     

    In its letter, it first raised on the matter of ‘inconsistent maps of the Biosphere Reserve Buffer Zone’ around the core Biosphere Reserve of the Beom Island (Tiger Island):

     

    ‘Inconsistent maps of the Biosphere Reserve buffer zone brings confusions and raises doubts on the Government’s performance on monitoring the management and preservation of the entire Jeju Biosphere Reserve.” (See the letter for details)

     

    It also made clear that the ‘sea route of the Jeju Naval Base would cut through the buffer zone’: ‘In the last World Conservation Congress held in September 2012, the Government insisted that the Jeju Naval Base construction does not violate the Biosphere Reserve. However, in any of above mentioned three maps, the sea route of the Jeju Naval Base would cut through the buffer zone, which would bring negative impacts on the Biosphere Reserve. The Government did not mention about these concerns in its Periodic Report submitted in September 2012.’

     

    Thirdly, it raised on the matters of ‘pollution and damages of adjacent waters by the Jeju naval base construction,’ with the examples of unreliable silt-protectors and mass-killing dismantling works of damaged caissons on the sea.

     

    Despite the letter, according to the the Jeju Island government who stated on May 29 , “the UNESCO MAB-ICC made an overall eval‍uation that ‘the Jeju Island is faithfully carrying out the Biosphere Reserve network rules and regulations,’ according to its advisory committee eval‍uation result. The MAB-ICC adopted the periodic reviews from the six regions of Canada, Germany, India, Paraguai, Mexico, and Jeju Island, among 55 regions, without special demand items. It adopted periodic reviews from the other regions with recommendation and demand items.” the same article reads. (See the article)

     

    According to the article, ‘the Jeju Island government delivered that it included the physical character of the Island’s Biosphere Reserve; types of creatures’ habitats; activities within the Biosphere Reserve; activities on study, monitoring; education & training and public relation; management, policy, budget on its biosphere reserve.’ It also added that it ‘introduced Gotjawal, Oreums, inner land wetlands, and soft coral habitats as the habitats of special concern, while introducing stone culture and sea-diving women’ lives as its traditional culture.’

     

    Did they ever report on the current on-going destruction and killing of UNESCO Gangjeong Sea by the naval base construction(destruction)? Probably NONE but with lots of cheats ! The UNESCO is dammed to be cheated by the Jeju Island and ROK governments. You may see the ROK government document to the MAB-ICC, here, which conceals many serious matters of ROK government’s environmental destruction in the UNESCO Biosphere Reserve, especially in the Jeju.

     

    2. People file for a lawsuit against the navy and Samsung

     

    On May 31, the ROK Day of Sea, some groups such as the Office of Jang Hana, National Assembly woman, Hot Pink Dolphins, and the Gangjeong Village Association filed for a lawsuit accusing the ROK navy, Samsung and Daelim, especially in relation to the navy and companies’ massacre of sea creatures with their thoughtless dismantling works of damaged 6 caissons, which started on May 5, this year, the Children Day in Korea. (See the accusation document in Korean, here).

     

    The groups along with the members of the Seoul and Gyunggi branches of ‘Gangjeong Friends’ also had a press conference in front of the Seoul Central District Prosecutors’ Office on the same day.

    According to Jang Hana, National Assembly woman: “The navy’s behavior of contaminating the sea ecology system in the Gangjeong Sea, by its dismantling process of damaged caissons underwater, bringing the very poisonous cement powders and concrete lumps in the sea is in violation of item 2 of article 22 of the maritime environment management.

     

    The item 2 of the article 22 of the maritime environment management defines that “nobody should leak contaminating material that occurs in the maritime space such as maritime facility, beach resort, and mouth zone.” The punishment for the violation of it is up to  two years’ imprisonment or up to 20 million won fine.

     

    The people also reminded that when the World Conservation Congress was held in Jeju, 2012, there was a controversy of environmental destruction on the damaged caissons by typhoons.  At the time, Captain Yoon Seok-Hwan stated in the press conference, that the navy plans to “float damaged caissons and then dismantle and dispose those ON THE LAND or dispose those in the ways not badly affecting environment. We will NEVER use the way such as underwater blast.” (See a Korean article, here) .

    However, that promise has never been kept. The navy is openly dismantling those caissons ON THE SEA, carelessly blowing out poisonous cement powders and lumps into the sea. Its disastrous result could be seen on the SOS teams’ May 15 video.   “Even though the navy and Samsung say that they would dredge the cement on the sea bottom, there is really no way to dredge all the chopped-up parts of cement because those powders are spreading far into the sea by the strong currents of the Gangjeong Sea. It is already illegal to throw down concrete cement, poisonous waste, into the sea.”  (from people’s accusation document)

     

     

    3. Three recent  important videos on the navy’s destruction of Gangjeong sea

    It is a vivid scene of navy’s illegal dismantling of damaged caissons on the sea, which started on May 5. (Video by Moetppuri Park, edit by Ryu Dong-Kyun)

     

     

    Seven caissons were destroyed by the typhoons such as Bolaven on Aug. 29, 2012. The whole production costs of those caissons are 35 billion won. The ROK Ministry of Construction and Traffic has concluded in 1998 that the caisson construction method is impossible in the southern part of Jeju, after the result of a year’s investigation. It is because of severe typhoons and currents to the total destruction of harbors in the Seogwipo area, the southern part of Jeju. (See the recent Korean article, here). Especially, the Gangjeong village is of a protruded out geography in its coast. The villagers have warned the navy numerous times that the village geography itself is impossible for any huge harbor, not to mention naval base. Despite that, the navy has enforced the construction (destruction). It is only forthe profits of big corporations such as Samsung.

    ‘While heavy metal-poisonous materials such as  leaking earth and sands, concrete lumps and cement powders are injected into the sea as they are by the illegal naval base construction(destruction), the silt protectors never properly work because of unreliable installation and restoration of their damaged status… The Gangjeong Sea where the endangered species such as the Indo-Pacific bottle nose dolphins, red-feet crabs, soft corals have been playing is being killed. There hardly is no trace of living creatures in the bottom of the sea. Only sediment materials can be touched. The damage on the fisheries by the illegal naval base construction (destruction) is extended into Beophwan and Wolpyong, nearby Gangjeong’ (SOS. Source)

     

    You may painfully compare the above video with the below which was taken in 2009, before the destruction of sea by the naval base construction.

     

     

     

    (3) Illegal quarrying, transportation, and reclamation of sand and stones.

    The Jeju naval base project is already infamously illegal in the sense of dual MOU, violation of EIA, violation of law on the cultural treasure, layout flaw, manipulated fake simulation. It was disclosed by a construction worker last October that the Samsung C & T is building unreliable caissons, using the reinforce rods under-standard, which results in easy destruction of caissons by typhoons.

    Not only that. The video discloses the illegal quarrying, transportation and land-filling of sand-stones by the companies.

     

    On Jan. 31, this year, a peace activist, Mr. Kim Bok-Chul traced a truck from the Hwasoon port and Gangjeong and found that the stone-quarrying site located in the Mooreung-ri, Daejung-eup, Seogwipo City is illegal. Given the record, it can be estimated that tens of thousands of illegal sands and stones have been transported for 40 days around Jan. 31. Those illegal stones would never properly work in the basic construction of the base.

     

    It has been also known that there are about nine transportation companies of which trucks commonly violate legal speed, freight amount, central line and traffic signs.

     

    Putting sands and stones in the sea is also done in violation of the EIA. The silt-protectors have never properly functioned but rather contributed to the destruction of environment.

     

    The navy and company should stop destruction of nature with illegal methods which are only for reduction of construction costs. The sea is of the soft coral habitats, which are ROK natural memorial NO. 442, as well as the UNESCO Biosphere Reserve.

     

    While the Seogwipo Coast Guard is investigating on the illegality of sand and stones, the Seogwipo City and Seogwipo Police should also thorough examine the illegality of construction (destruction) rather than oppressing protesting people in violation of their human rights.

  • The Island government’s shameful remarks and moves after the 2012 WCC Jeju

    Some representing Jeju internet media criticize the Jeju Island government to point out the protesters opposing the Jeju naval base project as the cause of its failure to invite the UN CBD COP 12 (UN Convention on Biological Diversity, 12th Conference of the Parties). For reference, the COP 11 was held in Hyderabad, India, from 8 to 19 October 2012.

    It was April 30 that the ROK Ministry of Environment decided the venue of the UNCBD COP12 in Pyeongchang, Gangwon province.

    The Jeju media reports on May 2 that Kim Sun-Woo, Vice-governor of Environment and Economy, talked about the things during the review process on the location of COP 12 in the meeting with the news reporters accredited to the Island government on the day.

    According to Jeju Sori,

    Vice-governor Kim introduced an episode saying that, “one of the judges raised an issue on a performance that the opposing groups against the Jeju naval base project carried out during the WCC. It was the most embarrassing inquiry to answer during the examination process.”

    He was pointing out the performance in which each activist did not move lying inside the venue of the Convention Center where the WCC  was held [from Sept. 6 to 15].

    However, the Jeju Sori criticized his remarks:

    ‘His is in fact merely an excuse. The Island governnment started its activities on the invitation of COP 12 this year. It has been less than 4 months.

    Not only its start was very late but it has not gathered Island people’s collective opinions on it. The Jeju Island government has also confessed that “we could not afford it because of the WCC.”

    The remarks by the Vice Governor Kim means he was unreasonably venting his wrath to the Gangjeong villagers who are suffering from the naval base project for seven years.’

    Media Jeju also wrote that it feels the shady Jeju Island government shameful to attribute its failure on the invitation of the COP 12 to the protesters.

    2. Otherwise, the Jeju Island government is driving for the project for the Jeju World Leaders’ Conservation Forum, as a following measure for the Jeju declaration adopted in the 2012 WCC Jeju. The Jeju Island is to poster the forum as the Korean version Davos forum.”

    The Jeju-based Halla Ilbo has reported on Jan. 30, 2013, that consultation between the Ministry of Environment and Jeju island government started on the discussion of participation size, program, agenda, budget size, organizing, establishment of foundation, methods of fundraising. Their aim is to hold its 1st forum in April, 2013.

    Its strategy is to jointly sponsor the forum by the IUCN, Ministry of Environment, and Jeju island government and presents a new model for an environment meeting that presents a new vision by the discussion by ‘the highest-ranking leaders in the environment field.’

    It is ironic and hypocritical that the Jeju Island government who joins the destruction with the naval base project in the Gangjeong village promotes the Jeju as a world environment herb that is centered on the big oligarchies such as Samsung, the main construction company of the Jeju naval base project.

     

    3.  The Island government’s such shameful remarks and moves  are in line with the government propaganda to attribute to the opponents against the base project as the ‘pro-North Korea left wing.’  

    It was on March 18, 2013, that a Korean media, Hankyoreh disclosed that Won Se-Hoon, chief of the ROK National Intelligence Service  interfered in the Pre-Presidential election by ‘ordering his employees to interfere directly in national politics.’ The results were employee’s black comments in on-line sites to defame the opponents against the Jeju naval base project. The article reads:

    ‘Several similarities were detected between Won’s messages and messages posted by Kim on the site Today’s Humor. Her messages also contained criticisms of opponents to the building of a naval base on Jeju Island, praise for former President Lee Myung-bak’s overseas tours, and characterizations of opposition politicians as “pro-North Korea.” The similarities support claims that she acted according to the NIS chief’s orders.’

    Some groups including the Office of Jang Hana (National Assembly woman, Democratic United Party), Democratic Lawyers’ Association and People’s Solidarity for Participatory Democracy (PSPD)  have filed for lawsuits on Won Sei-Hoon for the charge of  defamation on March 21.

    The inter-connections among the Jeju Island government, navy, police, and National Intelligence Service is nothing new. The 812th program of the ‘PD Note,’ a documentary titled, “Why is the Gangjeong Village, Jeju, So Angry?” broadcast on May 5, 2009 has already disclosed on the secret meeting by those institutes, which shows the Jeju Island government, NIS, navy, and police’s  intentional and systematic strategy of division and oppression of the village community for the  enforcement of naval base construction.  See here.

  • Update on Yang Yoon-Mo: People appeal Prof. Yang to stop fast, concerning his health

    Prof. Yang Yoon-Mo hit 45th prison fast day as of March 17, 2013.

    On March 15, the National Network of Korean Civil Society for Opposing to the Naval Base dispatched some representing people to the Jeju Prison. They are Fr. Mun Jeong-Hyeon, Fr. Mun Kyu-Hyun, mayor Kang Dong-Kyun, Mr. Kim Duk-Jin (Secretary of the Catholic Human Rights Committee) and Jang Hana (National Assembly Woman). The group urgently appealed Prof. Yang Yoon-Mo to stop his fast, very concerning about his deteriorating health.

    Prof. Yang has been fasting since the evening of Feb. 1 when he was directly arrested from the court. He has demanding the cancellation of the whole fraud of Government result report on deceptive simulation and revocation of the Jeju naval base project.

    Jang Hana, the National Assembly woman told Yang that the Special Verification Committee of the Democratic Party would fight on the matters on the fraud simulation.

    As 70 day period ended on March 11 and Governor Woo Keun-Min signed an agreement with the government on the Civilian-Military Joint Usage on March 14 (see the Korean articles on it and whole protocol here in Korean language)and , it is expected that the new Park Geun-Hye government would accelerate the naval base construction with false promise of local development.

    It is known that Prof. Yang did not make a clear answer but said that he would seriously consider it in the group’s meeting with him specially given for 30 minutes on March 15.

    Kim Duk-Jin, Secretary of the Catholic Human Rights Committee delivered the condition of Prof. Yang, saying, “he became tremendously thin at first glance. He looked very energy-less but seemed to endure by mental power.”

    The group will visit Prof. Yang either on Tuesday (19) or Wednesday (20) again.

    Currently Ishle Yi Park,  a mother, poet and activist (Poet Laureate of Queens, 2004-2007), Hawai’i has been taking solidarity fast with Yang Yoon-Mo.  If it is right, she hits her 18th day fast as of March 17. She ‘plans on fasting as long as Professor Yang is fasting.’ (See the bottom of here)

    We very concern both of their health and strongly hope they would stop fast.

  • “Because of Samsung”…Ministry of National Defense Excuses, Upon Protest by National Assembly Members

    The Minister of National Defense (MND) excused under the pretext of Samsung for the reason of the enforcement of construction. 12 members of the National Assembly, including Park Ki-Choon, floor representative of the Democratic United Party, denounced the MND.

    On Jan. 23, 12 National Assembly members (representatives of the Democratic United Party: DUP) visited the MND and met Kim Gwan-Jin, Minister of National Defense. The meeting was for the protest that six National Assembly members were humiliated to be denied entry into the Jeju naval base project building complex on Jan. 22. (See the below photos. On Jan. 10, two National Assembly members were also roughed up by the police. see here. You can watch the video on Jan. 21, here. ).

    The 12 National Assembly members who visited the Minister Kim on Jan. 23 are: Park Ki-Choon, floor representative of the DUP, Woo Won-Sik, Vice-floor representative of the DUP, Ahn Gyu-Baek, Coordinator of the National Defense committee of the National Assembly, Lee Suk-Hyun, Kim Woo-Nam, Kim Gwan-Young, Jin Sung-Joon, Kim Gwang-Jin, member of the  National Defense committee of the National Assembly, and Jang Hana.

    Park, the floor representative denounced the MND, saying, “without the execution on budget, construction should be stopped [..] Even though the needed is an effort to diligently carry out the National Assembly subsidiary conditions for 70 days, the MND is enforcing construction. The Minister of National Defense has refused to come to the National Assembly, excusing he is busy.”

    Note: The National Assembly had passed the 2013 Jeju naval base budget of about 209 billion won with the subsidiary conditions of ‘execution on budget after the report on the performance on the recommendation items of the National Assembly within 70 days.” For the National Assembly subsidiary conditions, look at here.

    However, Minister Kim Gwan-Jin clarified his measure on the enforcement of construction, excusing that there were no words of “construction stop,” in the National Assembly subsidiary conditions.

    Further he ascribed the responsibility for the enforcement of construction to a company that is the Samsung being in charge of the 1st work area of the Jeju naval base project, “The construction company that made a total sum contract is continuing construction for the reasons of labor cost, equipment-lease cost and compensation damage on the sub-contract companies. I will make an effort to satisfy the National Assembly subsidiary conditions but there is nothing we can do since the company said it should carry out construction.”

    Jang Hana, a National Assembly woman delivered later that the National Assembly members present with the Minister boiled with rage upon the Minister’s such nonsense that Ministry is excusing its violation of law for a private company: “Is Samsung over the National Assembly and law?”

    Jang pointed out, “the Ministry of Strategic Planning and Finance is right not to allocate the budget [for 70 days]. The contract should be renewed annually, too. In the case of the Jeju naval base construction, the contract was expired as of January. It is hard to understand that the Ministry is looking on with folded arms while the Samsung is progressing an illegal construction with its own money without being supervised.”

    After the meeting, the DUP stated that it would consider legal measure against the enforcement of construction for 70 days even though its actual effect is uncertain.

    Yoon Gwan-Suk, spokesperson of the floor representative said, “Regarding the disposal on the passing of the 2013 Jeju naval base budget, the National Assembly conditioned it with the subsidiary items including a thorough verification on the possibility of port-entry by 150,000 ton cruise and its report to the National Assembly within 70 days. Even though ‘construction stop’s was not stipulated in the conditions, there was an agreement on construction stop in content both by the ruling Saenuri Party and opposition parties.”

    The people’s bow hit 10,000 times as of Jan. 22 (around 5:30 pm). people have declared 30,000 peace bows on Jan. 10. Jan. 22 was also a day that Park Seung-Ho, currently the only remaining prisoner hit 130th day in prison.

    The police resumed its mobilization again for the entry of construction trucks in the evening and all over night, after the party and many civic group members returned back to the main land. The police even surrounded another woman peace keeper strongly protesting against it.   • Military Coup? Navy and Police Even Rough Up National Assembly Members

    Jan. 10, the villagers’ first monthly Unity Day in 2013 was a day to be remembered, as the military and police even ignored the national legislature by exercising police violence to two National Assembly members who joined people’s press conference and struggle in protest to illegal construction that is being done despite the National Assembly ruling on 70 days’ construction stop for a thorough verification on the base design. You can see a video on the day here.

    At 10:30am , the villagers declared their will to stop illegal construction in the press conference where representatives of the National Network of Korean Civil Society for Opposing to the Naval Base in Jeju Island, Jeju Pan-Island Committee for the Stop of Military Base and for Realization of Peace Island, catholic priests and protestant reverends and two National Assembly members such as Jang Hana and Kim Gwangjin joined.

    Mayor Kang said, “The National Assembly has broken its own promise on through verification on base layout to people by passing all the 2013 Jeju naval base budget. Even though it attached the subsidiary conditions on 70 days in its passing the whole budget, the navy is still enforcing illegal construction and mobilizing state power, committing human rights violation on people.”

    Regarding the incident on the violence on the National Assembly members, see the below translation of an article by reverend Jeon Yeon-Gil in the Gagjeong village. Rev. Jeong was released on Dec. 12, 2012, after 98 days’ imprisonment in jail. He was one of the five activists who climbed up on a caisson dock in the Hwasoon port, in protest to the Jeju naval base project.

    On Jan. 10, two National Assembly members, Jang Hanna and Kim Gwangjin visited the site of the naval base construction in the Gangjeong village.

    The two National Assembly members visited the village to urge [ the navy] to properly keep the ‘70 days’ construction stop’ that  the ruling and opposition parties have agreed with each other.  The two National Assembly members have made prior talks with the chief of the base project committee and demanded construction stop to the Ministry of National Defense. However, seeing that construction is still being enforced, the two have stated that they would block construction even with their bodies, visiting the site in person, so that the recommendations by the National Assembly can be carried out.

    Kim Gwangjin, the National Assembly man demanded saying in the Press conference on the day that, “the agreement by the ruling and opposition parties was that there should be inevitably a construction stop for a thorough verification. The matter on the execution of budget is decided only after verification. It means there will be no subject to provide construction cost during the 70 days if it is proved out to be an improper project later as a result of verification. Immediately stop an illegal construction, being enforced without allocated budget!”

    National Assembly member, Jang Hana stated, “it is  with so bitter lamentation to see the reality that the National Assembly recommendations are considered merely as a sheet of paper. To see the behaviors by the Government and [ ruling conservative] Saenuri Party, they  do seem to have concern with neither 70 days’ construction stop nor thorough verification. They were merely betraying people to pass the whole budget. We clearly state that there would be no verification without construction stop nor possible execution of budget without verification. Since construction has not been practically stopped, the verification period of 70 days has not even  started. It is a time when even more members of the Democratic United Party, a party of the subjects of promise to the citizens so that construction can be practically stopped and verification could be thoroughly done.”

    However, it happened that the police forcefully encircle and detain the National assembly members who demanded a thorough execution on the National Assembly recommendations and legislature works in the site. [See the two National Assembly members’ Jan. 11 protest statement below]

It seems Gangjeong became the lawless world where neither law order nor democracy system work, only with police violence being rampant.”

    Two National Assembly members, Jang Hana and Kim Gwangjin made  peace bows along with the villagers to demand construction stop in front of the base project until 6pm.

    Leaving the village, two members expressed their will saying that “given that construction is not stopped by two of us, we will do our best for our promise to the citizens to be carried out by making more members including [Park Gi-Choon, representative of the Party] to visit here. We will come again with more National Assembly members.”

    Statement by Kim Gwangjin, Jang Hana, members of National Assembly, on Jan. 11, 2013

    We denounce the Jeju naval base project enforced with illegal construction and violence by the police that used physical powers even to the National Assembly members, shielding the project.

    1. Yesterday (Jan. 10), Kim Gwangjin and Jang Hana, members of the National Assembly (Democratic United Party), visiting the Gangjeong village, strongly criticized that the 24 hour construction is still going on in the Jeju naval base project without observation on the National Assembly subsidiary conditions.

    2.After the press conference on the day, the navy entering the enforcement on construction including the entry and exit of construction vehicles from 3 pm, brought in conflicts between the villagers who have been carrying on 1,000 bows and police. The police pushing away the villagers to a side with the mobilization of physical power, encircled and detained them.

    3. During the process, National Assembly man Kim Gwang-Jin and woman Jang Hana, pointing out the problems following the navy’s enforcement on construction, demanded the stop of construction including the operation of construction vehicles. However, it was not received. Rather, Kim Gwang-Jin, the National Assembly man was dragged out and Jang Hana, National Assembly woman was detained and encircled for a long time.

    4. We strictly warn once again. The currently being enforced Jeju naval base project is an undeniably illegal construction even without contract action therefore the dispatch of force that protects it is illegal. We will ask legal and political responsibility to the commander who ordered physical power even to the National Assembly members who visited the site. Given that such violence is done even to the National Assembly members in their legislature works, it is unquestionable to imagine how it would be to the villagers and activists in the site. We will make a prompt correction on the police violence in the lawless world of the Gangjeong village

    5. Also, the Ministry of National Defense who unreasonably enforce construction even breaking the National Assembly order items, should take the 1st responsibility on the situation. An illegal enforcement of construction is a defiance in the front against the authority of Constitution by which the National Assembly composed by the citizen representatives has the rights to legislation and budget and balance. We strongly demand it to promptly make an order on construction stop and to carry on full verification

The police threaten him that they would arrest him under the charge of ‘obstruction on business.’ The young man protests in state asking why the police ignore 70 days’ verification and construction stop period and side with the navy that enforces construction, despite the National Assembly subsidiary opinion. The sign reads, ‘Construction stop for 70 days! Carry the [National Assembly] agreement by the ruling and opposition parties!’

    The navy says it can do enforcing construction ON CREDIT, despite the agreement by the ruling and opposition parties on 70 days’ construction stop and verification.

    According to Jang Hana, National Assembly woman, the Ministry of Strategy and Finance  considering 70 days’ construction stop period according to the National Assembly subsidiary condition on Jan. 1, 2013, compiled only 16.2 billion won for the 1st quarter period, regarding the execution on the National Assembly-passed 2013 Jeju naval base budget (about 200 billion won) .  The 16. 2 billion won is applicable only for remaining 20 days of the 90 days , a quarter of a whole fiscal period.  Still the navy is pushing for the construction saying it would get the budget later after ON CREDIT -construction anyway (See the Jeju Sori article). Prof. Shin Yong-In, a legal advisor to the village strongly refuted on it on Jan. 4. Here is a translation of most part of his article.  You can see his Korean writing here.

    Why the Navy’s enforced construction is Illegal. The civil disobedience campaign is not guilty!!

    By the law, a long term continuing construction needs construction contract every year before construction (item 2 of article 69, enforcement decree on the law on the state contract). Therefore, for the navy to do construction in 2013, the navy should conclude the 2013 construction contract with the construction companies and then start construction.

    Related to it, to understand the matter of illegality on the currently enforced construction, broad understanding on the procedures on the execution of budget of annual expenditure is needed above all.

    By the common procedure on the execution of budget of annual expenditure, the Office of Budget of the Ministry of Strategy and Finance allocates budget, then the department of the National Treasury allocates funds, and each ministry and office execute allocated and placed budget.

    And by the law, the conclusion on construction contract is possible only after the budget allocation (article 20 of the law on the management on the national treasury). While at least contract cost is needed to conclude contract, the provision of contract fund is possible only after allocation of fund. It means the navy can neither conclude construction contract nor carry on construction until the budget is allocated to and received by it. If the navy concludes construction contract without the allocation of budget or fund, it is an ILLEGAL construction.

    On Jan. 3, 2013, the government has allocated Jeju naval base budget for the 1st quarter (1st 90days) and the amount is about 16 billion won. Since the 2013 Jeju naval base budget is about 200 billion won, the government should originally allocate 50 billion won, a quarter of the whole amount for the 1st quarter period. The reason that the government allocated only 16 billion won not 50 billion won is because it allocated the budget only for the operation and construction costs after 70 days ( so construction costs for remaining 20 days). In other words, it did never allocate the budget for the 70 days’ construction costs.

    Otherwise, nothing on the allocation of fund has been carried on in relation to construction. According to the Ministry of Strategy and Finance, the allocation of fund is told to be done after the government carries on the three items of the National Assembly recommendation and report the result of it to the National Assembly. In other words, the navy should receive allocation of fund after its report to the National Assembly then start on construction even though it is allocated of budget.

    The interesting point is there will be no allocation of budget on the currently being enforced construction even after the navy’s report of the result to the National Assembly since there has been no allocation of budget as mentioned in the above. If the [government] expend the construction cost later, it will be an illegal expense. In other words, the construction companies cannot receive construction cost even after the navy report the result to the National Assembly. It becomes a construction for free not a construction on credit.

    To summarize again, there was no budget allocation on 70 days and there will be no allocation of funds during the period. Then how can they do construction? Does the navy personnel plan to make it up with their private money?

    Otherwise, the position of the Ministry of Strategy and Defense is that contract and construction can not be processed, either. It says contract cannot be done because contract is done annually and [the navy]can not do a year unit contract only with 16 billion won; and the [navy] cannot provide [construction companies] contract cost because allocation of fund related to construction cannot be done before its report to the National Assembly, too. The ministry just explains on the reason that it carried on allocation of budget in part; it is because without allocation of budget in part, all other works excluding the construction on facilities would stop. Therefore the Ministry explains that it allocated budget of only 16 billion won applicable to the operation of the project committee and 20 days’ construction cost(after 70 days), considering the project committee operation and possibility of construction resumption after the navy’s report to the National assembly.

    Whatever, even with the position of the Ministry of Strategy and Finance, the navy’s currently enfporced construction is clearly ILLEGAL.

    Therefore I see the civil disobedience activity to stop construction with one’s body is NO GUILTY. For a charge of obstruction of business to be established, the business should be a just business. However, since the construction being enforced without allocation of budget or funds is illegal, it is not a just business. Therefore, the charge of obstruction of business cannot be established.

    Also the police’s circling of people  to illegally detain innocent citizens  is applicable to the crime of illegal detention by the criminal law. Therefore I think it is necessary for the Democratic United Party to accuse the police with the charge of illegal detention. If it is done, will it be possible for the police to detain people, continuously cooperating with the navy?

    I am closely observing this state of things. By now, the navy has kept at least formal legality even though it has carelessly committed substantial illegality. However, in case of this situation, it is not keeping even a formal legality.

    Prof. Shin also says the police does not have the right to arrest people under the charge of obstruction of business. If the police threaten people, people can say to the police that they could be punished under the charge of illegal detention, which can be punished seven years’ imprisonment and 10 years’ qualification stoppage at maximum.  It is according to the article 124 of the criminal law (illegal arrest, illegal detention), he says.

    Two former and current National Assembly men (Democratic United Party)visited Gangjeong

    Jeong Bong-Ju, a former National Assembly man and a member of Nakkomsou and Kim Gwangjin, a current National Assembly member visited Gangjeong, Both are the members of the Democratic United Party.

    Jeong has been in prison for a year for his raising suspicion on the BBK in relation to the President Lee Myung Bak. Jeong is also a member of Nakkomsou who visited the Jeju City in Dec. 2011. With his spicy and humorous criticism on the politics, he has been popular, especially among young generation.

    The both expressed their concerns on the navy’s illegal enforcement of construction despite the National Assembly subsidiary condition on 70 days.

    Meanwhile in the village, the daily protest and 100 bows still went on despite the police interruption.

  • Booking a tug boat captain on charge? The fundamental issue is a collusion among the Government-navy -Samsung

    Booking a tug boat captain on charge? Saving the sharks but a minnow?

    On Dec. 3, the Seogwipo Coast guard is told to have booked a captain named Mr. Koh(60) of a 45 ton tug boat named Samyangho 3001 belonging to the Samsung C & T on the charges of faults on work and violations on the law on the management on the maritime environmental contamination.

    Around 1 am, Nov. 26, the Samyangho has submerged hit by a  caisson broken due to the typhoon Bolaven at the end of August in the Jeju naval base project 1st work area operated by Samsung C & T. It was to return back to the Hawsoon port after finishing its work of tugging a barge that puts in caissons into the sea. (Some media has raised question of why the navy and Samsung informed the fact to the media seven hours later of the accident.)

    It is known that great amount of gasoline had been shipped on the boat and part of it was leaked to the vicinity sea water. (For the details of the accident, see here)

    It is told that the Seogwipo Coast Guard booked the captain on charges on the destruction of ship following the fault on work, seeing him have made an accident by neglecting attentive works during the night time operation; and on the violation of maritime environmental destruction in relation to oil leak.

    It is an another example to dilute the essence of event to investigate and book the tug boat captain who has merely made a contract with the navy, the order-placing subject, and Samsung  C & T, the main construction company who brought upon themselves such accident by enforcing unreasonable construction (destruction)

    The Samsung C & T has illegally opearted its floating dock without permission to carry 8,800 ton caisoon made in the Hawsoon port to the Gangjeong Sea in the beginning of this year. On March 11, 2012, the Samsung C & T floating dock has also made an accident to hit three fishing ships when it was to moor into the outer port of the Hwasoon port in the situation when high sea wave warning had been informed

     

    Disclose the fundamental reason behind the death of a crew on the day of the budget snatched in the National Assembly!

    On Nov. 28, the very day that the ruling Saenuri Party unilaterally railroaded 2013 budget bill on the Jeju naval base project in the National Assembly, the problem of the navy’s unreasonable enforcement of construction became obvious with the death of a chief mate, Mr. Kim (43, living in the Jeju City) of a tug boat named Jungseungho (216 ton) at 11:25 am. He was hit in the head by rope on the sea 300 meter southward from the Hwasoon port, Andeok-myoen, Seogwipo City. Of course, most conservative media was silent on that  most mainstream media did not dealt with it with great concern.

    According to the Seogwipo Coast guard and headquarter of the Jeju Fire Fighting and Disaster Prevention, 10 meter rope was broken and hit the head of Mr. Kim when the tug boat, Jungseungho, was dragging a barge named Sanchung 2700 with the rope. The tug boat belonged to the T Construction company, a participating company in the naval base construction.

    Mr. Kim, shocked, fell down into the sea. Even though the captain of Jeungseung No. 3  immediately saved him into the land and moved him to the Seogwipo medical center, he died. The Nov. 28 Jeju media mentioned that the Seogwipo Coast guard is investigating on correct reason for the accident, calling for Mr. Kim’s colleagues. However, we haven’t heard yet on the afterward in the media even after a week. Even though it happened on the very day of the railroaded budget in the National Assembly, the Government and National Assembly evaluated it with weak concern.

     

    The exploiting structure on the workers in the construction areas of Hwasoon and Gangjeong should be disclosed.

    Otherwise, as disclosed by the testimony of a worker who exposed on unreliable caisson production, the workers in Hwasoon are not getting proper wages at proper time. They are also having difficulty to communicate with the foreign workers with whom they can hardly communicate in language in works. The foreign workers are even taking charges of the works as company thugs along with the Korean thugs employed by the companies.

    The situation of Gangjeong is similar regarding workers’ job condition. According to the facts disclosed from Nov. 10 to 19 when there were no night time entry/exit of construction vehicles, at least 18 workers have been laid off when they complained on the bad work condition. The workers who came to hear that they would get 4 million won monthly wage and get higher daily wage 150,000 won, compared to daily wage 60,000 won for the Vietnamese workers, were expelled as soon as they taught techniques to the Vietnamese workers and became useless. The Korean workers are told to have questioned why the Vietnamese workers should be employed in the so called National security project and why they so often take photos of construction site with their phones.(Is it right that it is a national security project?)     We even hear that some Vietnamese workers quit the jobs because of coldness staying in  containers on the cold coast. According to a peacekeeper, they were even mobilized as ‘Gochak‘ (detention circle usually being done by the police) thug around 3 am, Nov. 26,Monday. The peacekeeper, looking at the Vietnamese workers who only finely smile  concerned about possible incident with them with whom he cannot properly communicate with same language.     Salvaging broken caissons by cutting? The Jeju naval base project of irresponsible destruction on environment, occupation and human rights should be immediately stopped and all the budgets on it should be totally cut!

    According to the Dec. 3 Jeju media, it was confirmed that the navy is considering not to remove seven broken caissons (by typhoons) that became the cause of recent submersion of a tug boat in the naval base construction on Nov. 26 until the typhoon period, next year.

    It is told that Yoon Seok-Hwan, a navy captain and Construction Director of the Jeju naval base project committee explained that “salvage of caissons are not urgent. They do not even affect such as environmental damage in current situation.”

    Has captain Yoon  already forgotten the Nov. 28 accident when a tug boat hit the broken caisson and leaked oil? Does he ignore the fact that the caissons of which each costs 5 to 10 billion won in production and its price is 1.5 billion won have been poisoning the sea with its cement materials and chemicals such as retardation material inside it?

    Beside safety matter, local fishermen are already having difficulty in navigation and having trouble in their occupation because of caissons put in the sea like reefs.

    The navy assertion that cement dusts that would occur from cutting of broken caissons would less affect environment than explosion of those brings fury beyond its absurdness

     

    The enforcement of construction came from lie and manipulation by the Government

     It has already been disclosed that the Office of Prime Minister who declared enforcement of the Jeju naval base construction on Feb. 29, 2012 had replaced official simulation report by the technical verification committee with the report that the Ministry of National Defense had ordered to Samsung and that was merely a reference material. The Government lie and manipulation have been disclosed through the exposure by Jang Hana, National Assembly woman who made public the meeting minutes of the technical verification committee on Oct. 10 and testimony by Professor Kim Gil-Sou, member of the technical verification committee on Nov. 19. Before Feb. 29, there was a declaration by the President Lee Myung-Bak who declared the enforcement of construction in his speech upon the  4th anniversary of his inauguration on Feb. 22. On the same day, the chief of the Seogwipo Police station was replaced with  Lee Dong-Min, a man from the main land. And the blast of the Gureombi Rock that would be done for two months started on March 7.

    If the Presidential Candidates look on such illegal and unreliable national policy project and allow the naval bass budget to be passed in the National Assembly, even though it has become clear that all the state of things were clearly of collusion among the Government, navy and Samsung, they will be greatly punished.

    Jeon Joon-Sou, chairman of the technical verification committee belongs to the think thank (국가미래연구원, Institute of National Future) of Park Geun-Hye, the Presidential runner of the ruling and conservative Saenuri Party (See here). He has been also promoted as a member of the local development committee on the Jeju naval base project. He has pressured the members of the technical committee not to conclude on construction stop and not to change base layout (* though change of base layout was needed for the proper function for 150,000 cruise), which is told to take 150 billion won more.

    Park Geun-Hye, Presidential candidate of the ruling Saenuri Party, who says so and so on her ambition to make the Jeju as the 2nd Hawai’i and Moon Jae-In,  Presidential candidate of the Democratic United Party who still mentions on the Civilian-Military Port of Call should stop their words on them and take position on construction stop, whole budget cut and revocation of the naval base project!

    We should stop the Fascism of Samsung in Jeju

    On Jan. 21, 2011, Woo Geun-Min, Jeju island Government and Samsung C & T whose  total yearly sale price is 4 times more of the whole yearly budget of the Jeju Island government made a secret contact behind the open cause of the Samsung C & T’s support for the Island Government  to reach the goal of 1 trillion won export.  If we can say it is Fascism that the root of democracy is destroyed by the corporate greed, we have already seen the Fascism in the regime of the Lee Myung-Bak who originally came from Hyundae. If Park Geun-Hye, the daughter of the military dictatorship, Park Chung-Hee, becomes the President, the Fascism of Samsung  will more stifle the Jeju. We should stop this Fascism in Jeju.

    If the naval base is built in Gangjeong and Jeju becomes militarized, the only jobs for workers would be building of military bases. The vision and concrete practice for peace industry is needed than any other time in Jeju.

    Tension lingers on Jeju Island over naval base construction

    ‘Hi, interesting article. It may be the Yonhap bias, but I noted a few things I took exception to. 1. they take as fact that “2 cruiseships” will be there along with 20 warships – i.e. the tourist-military thing; 2. people have staged protests “or as long as 2 years” (I know much longer); 3. villagers, etc, “occasionally clash with police” when we know that every time the trucks come the police clear people away from gates, 4. the “opposition lawmakers boycotted” the budget hearing – is that true? never heard it. We heard Saenuri party rammed it through without the opposition being there. What say?’ (Comment by Koh Ae-Rin)

     

    Today (Tuesday’s) Korea Times, in 3rd page article on Moon Jae In’s idea of building a athletic venue in DMZ for 2018, also says “Moon and his party have called for a halt on construction of a naval base in Jeju Island, claiming that the military seaport will destroy the environment in the country’s resort island.” I think Yi Whan Woo, the reporter, is mistaken about Moon’s intentions, but we can hope that is what Moon is committed to – peace for Gangjeong  (Post by  Catherine Christie )

  • Statements against the ruling party’s snatch of budget bill in the National Defense Committee of the National Assembly on Nov. 28

    In the morning of Nov. 28, as the news was told that the Saenuri Party unilaterally railroaded the 2013 Jeju naval base budget without the presence of the Democratic United Party (main opposition party/ ‘DP,’ afterward) members in the National Defense Committee of the National Assembly, four Jeju-based or born National Assembly men and women (all DP) made a protest statement.  The Jeju Pan-Island Committee for the Stop of Military Base and for Realization of Peace Island and National Network of Korean Civil Society for Opposing to the Naval Base in Jeju Island also made a joint statement. And those were followed by the villagers’ emergency statement upon the above news and intensified protest with the arrest of three people in the village on the day (All were released as of Dec. 1).  The people including the villagers would declare on hair-shaving and fast protest on No. 29.  The below is the collection of the three statements(translated) on Nov. 28. The statements reflect the degree of people’s fury on the ruling Saenuri’ party’s creeping of the National Assembly and its snatch of the budget bill on the Jeju naval base project.  For  Nov. 29 protest photos and summary, see here

    1. Four National Assembly members ‘statement:

    The Saenuri Party’s pass of budget on the Jeju naval base in snatched way should be revoked!! It should be totally nullified!!

    Today [on Nov. 28], the Saenuri Party passed the Jeju naval base budget in snatched way in the general meeting of the National Defense Committee of the National Assembly.  Even though the ruling and opposition parties had talked to dispose the issue by agreement through enough discussion, the Saenuri party ignoring it, acted with even snatchin an unreserved way.

    It has never been precedent in the National Defense Committee of the National Assembly that a budget bill was passed in a snatched way even with a vote in its budget examination. It is because there is no ruling and opposition regarding security matter.

    We, the present National Assembly members have claimed whole cut of the Jeju naval base project budget for four reasons on Nov. 5, 2011. We especially stated that whole cut of budget is inevitable for construction stop and whole re-examination because the Government has not properly carried out the subsidiary opinion by the Budget and Balance Special Committee of the National Assembly in 2007 that the Government would use the base as the ‘Jeju Civilian-Military Port of Call’; and National Assembly’s five recommendations such as ‘conclusion on the protocol with the Jeju Island,’ presented during the budget examination by the Budget and Balance Special committee of the National Assembly in 2011 (* See the below reference)

    Despite that, the Saenuri Party ignored the dignity of the National assembly by itself, acting snatch of the bill in an unreserved way on today, Nov. 28.  In relation to the Jeju naval base project, the Saenuri Party committed a behavior of violation on the National Assembly that it passed the 2013 Jeju naval base budget in snatched way as the original Government proposal even without subsidiary opinion.

    The Jeju naval base project is dividing the Jeju Island people. Even though the National Assembly has a natural responsibility to settle such conflicts during the examination process on budget, the ruling and Saenuri Party and Park Geun-Hye, Presidential candidate of the Party have shown no will on the settlement of conflicts among the Jeju Island people and no true will on the unity of citizens.

    The present National Assembly members strongly denounce the Saenuri party’s Jeju naval base budget-snatching and declare it is a total nullity.

    Dismantle the Saenuri Party that has disposed the Jeju naval base budget in snatched way!

    -The Democratic United Party should actively stand to cut the budget!

    1. The 2013 Jeju naval base budget that should be fair to be totally cut was disposed in snatched way by the Saenuri Party in the National Defense committee of the National Assembly in the morning of Nov. 28. The members of the Saenuri Party belonging to the National Defense Committee repeated bad habit as the members of ‘the party specialized in snatch’ to pass the budget bill on the Jeju naval base that the Defense Program Administration Agency has proposed. It was a snatch carried out in 10 minutes of the opening ofmeeting in the meeting room of the National Defense committee of the National Assembly.

    2. The Jeju naval base project has been unilaterally enforced ignored of the principles such as local residents’ agreement and lawful procedure. Under the Lee Myung-Bak government of the Saenuri Party, nothing has been done with proper elucidation and verification from the total base layout flaws to the controversy on unreliable caisson production and outside pressure to the verification meeting supervised under the Office of Prime Minister.

     The recommendation items last year which had been through the agreement between the ruling and opposition parties of the Budget and Balance sub-committee of the National Assembly have been seldom kept. In such situation, the snatching budget-pass by the Seanuri Party this time means they merely overturned their decision items by themselves.

    Even though it turned out to be impossible for two 150,000 ton cruises for the Civilian-Military Complex Port for Tour Beauty to come alongside the pier-which the Government has at least promised- as a result of verification and therefore the members of the Saenuri Party know that they need new access to that matter, they thoroughly ignored it.

    3. In the time faced of the Presidential election, the snatched passage of budget this time by the members of the Saenuri Party of the National Assembly is merely a mean-spirited trick, reflected of its intention on security trade with the issue of the Jeju naval base.

    Especially even though candidate Park Geun-Hye has said that she would make the Jeju as the 2nd Hawai’i with the building of the Civilian-Military Complex Port for Tour Beauty, which is nothing to do with the will of the Jeju Island people, it is only to betray citizens for the party to stand idle on the passage of budget in the situation when even basic verification has not even been completed. If the party is to make great unity while deceiving citizens, the party should be basically dismantled and its candidate has to be declared of having no basic quality [as the President (candidate)]

    4. The Democratic United Party should also actively respond on the matter of the Jeju naval base. In relation to the Jeju naval base, candidate Moon Jae-In has promised to the citizens and Jeju Island people on construction stop and re-examination. Even though it was not without the efforts by a part of the party, it is still a question whether the Democratic United Party has possibly acted to properly keep such promise. Even now, we demand the Democratic United Party actively step to keep the promise by candidate Moon and its party opinion of construction stop and re-examination during the remaining process by Budget and Balance Committee of the National assembly.

    Candidate Park Geun-Hye proved out that she is a ghost of the military dictatorship that would lead the Republic of Korea into a dark age.

    -Denouncing the Saenuri Party that passed the 2013 Jeju naval base budget in snatched way

    The Saenuri Party passed the next year budget on the Jeju naval base project as its original proposal without the presence of the members of the Democratic United Party in the general meeting of the Budget and Balance committee of the National Assembly.

    Even though the Jeju naval base has a name of so called the Civilian–Military Complex Port for Tour Beauty, it is strictly a military base and of a security project. A security project is a business that absolutely needs people’s agreemet therefore it is a project that the ruling and opposition parties should make an agreement and allocate budget. Still the Saenuri Party abusing its more than half seats in the National Defense committee passed the budget in snatching way. It is the behavior of infringement on the National Assembly as the Jeju-based National Assembly members of the Democratic United Party claim.

    As a result, it was disclosed that the Lee Myung Bak government turned out to be irresponsible regime, lack of morality as already seen in the affairs of private property in Naegokdong, Seoul, BBK, inspection on the civilian; to ignore public poll and enforce the projects distrusted by citizens as seen in the four river project and nuclear power plant; and to increase the gap between the rich and poor for its economy policy centered around the Chaebol(재벌/ a South Korean form of business conglomerate). Still it was also disclosed that Park Geun-Hye, candidate of the Saenuri Party is not willing to punish the current regime and heads for another immoral regime which is not different from the Lee Myung Bak government, as to look on snatched pass of budget bill even on a security project.

    How the Saenuri Party dares to make limp of the budget bill in snatched way in the National Assembly during the Presidential election perod, if not from the intention to return back to the Yushin period with the election of candidate, Park Geun-Hye, as the President, following Lee Myung-Bak regime that is told to have retrogressed Democracy to decades ago!

    If candidate Park Geun-Hye does not apologize on the incident on the snatched bill and does not cooperate on budget cut, The Gangjeong Village Association will enter the campaign to defeat candidate Park Geun-Hye, together with all the solidaity groups who are with the Gangjeong village and all democratic citizens in this country who resist to self-righteousness and dictatorship.

    And Fr. Mun Jeong-Hyun, mayor Kang Dong-Kyun etc will start undefined fast and hair-shaving for the purpose of whole 2013 budget cut on the Jeju naval base project, from tomorrow of Nov. 29, in protest against candidate Park Geun-Hye and Saenuri Party that forcefully carried out snatching of the budget bill in the National Defense Committee of the National Assembly. We have a strong faith that history has been always for the victory of people that have broken down the violent coercion by dictatorships. Therefore we will win without fail and will fight until we win.

    Finally, we ask Presidential candidate Moon Jae-In and Democratic United Party to make all the efforts to cut the whole budget on the Jeju naval base with the willingness to judge immoral candidate and party.
