  • “You cannot buy us with money!” Villagers dissipated the Prime Minister Office presentation again.

    On Oct. 25, 2012, while many peacekeepers watching the naval base project gates from the construction trucks from the early morning, about 40 people including many village elders led by Mr. Go Gwon-Il, Chairman of the Villagers’ Committee to Stop the Naval Base and Mr. Cho Kyung-Chul, Vice-mayor of the village, dissipated the presentation by the Government (supervised under the Prime Minister Office) on the local development plan in relation to the naval base project. The people’s anger and protest filled the presentation hall where the navy has barely mobilized small sum of pro-base villagers. The Prime Minister Office, not being able to even start the event, announced the end of event in 15 minutes.

    The presentation collectively joined by 8 ministries and navy was to be unilaterally held in the 2nd Seogwipo City Hall at 2pm. The 8 ministries beside the Prime Minister Office are: Ministry of Administration and Security, Ministry of the National Defense (navy headquarter, joined by Jung In-Yang, Chief of the Jeju naval base project committee), Ministry for Food, Agriculture, Forestry and Fisheries, Ministry of Environment, Ministry of Health and Welfare, Ministry of Land, Transportation and Maritime Affairs, and Ministry of Education, Science and Technology. The presentation was to introduce on the overall plan on the Civilian-Military Complex for Tour Beauty and each ministry’s 2013 project plan.

     

    However, Chairman Go strongly protested to the Prime Minister Office, saying, “Currently the enforcement of the presentation is to totally ignore the Gangjeong villagers. The government has a mean intention to cover the matters of the naval base project with MONEY.”

     

    He also protested saying, “Does it make sense that the government having a presentation on the development plan WITHOUT the verification on the problems of the Jeju naval base project, exposed in the recent National Assembly inspection? If there should be any presentation, it should be the reasonable talk with the villagers who are the direct victims of the project.”

     

    On Oct. 23, Kang Gi-Jung and Jang Hana (Democratic United party), two National Assembly members secondly made public of the technical verification committee meeting minutes on cruise supervised under the Prime Minister Office and exposed the two important things on it.

    1. The Government explanation that it has been neural was a total lie as it was exposed that the chief of the technical committee, Jeon Joon-Sou, belongs to the think thank (국가미래연구원, Institute of National Future) of Park Geun-Hye, the Presidential runner of the ruling and conservative Saenuri Party, to the violation of the principal of the neutrality of the committee. Park is the daughter of the deceased ex-President Park Jung-Hee, military dictatorship during 60s~70s. Her repeated remarks that she wants to build the Jeju Island based on the model of Hawaii military base have been highly criticized by the domestic people and Hawaii peace activists. See here.) The 24 hour naval base construction and police watch that started on the very day of Oct. 25 very reminds Park Jung-Hee whose infamous 24 hour police watch against people during his resign has been seldom revived until recently.

    In fact, it reads in the meeting minutes that Jeon Joon-Sou has said, “the most fearful thing is the construction to be       stopped” (*so the data should be politically doctored) and “The construction should be started as the schedule.”  It is also known that he is a political figure nominated as a promotion member for the committee of the local development of the Saenuri Party on Sept. 29, 2012.

     

    2. It was also confirmed that the government has unilaterally and unreasonably pushed the project, forcing and ignoring the opinions by the technical committee members, some of whom even said that the entry of cruise entry/exit of port is IMPOSSIBLE with the current flawed base design. ( *which clarified the so called complex port is in fact, a military-only port)

     

    The people have already dissipated all the unilateral presentations by the government (Prime Minister Office) & navy’s on the subject on Oct. 28, 2011, and cruise terminal on Dec. 6, 2011 and Island government & navy’s on the military housing project on May 29 and June 15, 2012 (* The latter was scandal at the time since the navy attempted to use a ‘recorder’ to enforce presentation when its plan was disturbed by the villagers’ protest. The navy announced later that it would enforce the housing project)

     

    It is told that the personnel of the Prime Minister Office said:

    ‘In the National policy Control meeting supervised by the Prime Minister office on Feb. 29, 2012 (On the day, the Lee Myung-Bak government has issued its will to enforce the Jeju naval base project, along with the local development plan), 1 trillion and 77 billion won budget of 37 projects (supported by the national expenditure of 579 billion won for 10 years) of local development plan in relation to the Jeju civilian-military complex port for tour beauty has been decided centered on the Jeju Island government-demanding projects. It would be earnestly promoted from 2013.”

    It also said, “Preferentially, 7.5 billion won ( 5 billion won of national expenditure, 2.5 billion won of local cost) is input to drive 5 projects including the establishment of the Gangjeong village community center this year. For 2013, 42.3 billion of national expenditure is complied for budget and submitted to the National Assembly as the Jeju Island government has demanded 52.9 billion won for 12 projects.”

     

    With the dissipation of the presentation, Lim Joon-Kyu, the Jeju Policy director of the Prime Minister office said there would be no planned additional presentation but the naval base construction is to be enforced as planned.

     

    Later, the Prime Minister office personnel made a talk meeting with the Jeju island government personnel. The Gangjeong villagers and peace keepers, watching the hall by 3pm, joined the struggle in front of construction gates, returning back to the village around 3:30pm.

  • Daily struggle has delayed 28 billion won. Help to cut all the budgets on base!

    The daily struggle is going on in front of naval base project construction gates. The numbers of committed people who daily appear are usually small-less than 20. They are daily roughed out and carried by police 10 times or even 12 times even by the night. They are hurt with bruise in all parts of their body or scratched by police women’s nails during their resistance process. As sometimes their cloths are taken off during the process of the police forcefully pulling off their bodies, humiliation is what they risk to bear, too. Seldom is time even for going to the communal restaurant for meals. Meals are carried to be taken with street dusts. Still they hardly leave the field. Blocking and delaying cement mixer truck is more important for them, even though they will be dragged and bruised, soon. Street art and graffiti are everywhere: on the street, on the wall, on the poles.

    The construction (destruction) is being accelerated with the completion of the giant caisson production frame on the Gureombi Rock coast. It is told that the contracted companies finished test operation for producing caisson on Oct. 23. Caissons that need more than 450 ton cement mixer truck for one by filling the giant mold frame with cement will be rapidly produced soon. About 200 workers from the Vietnam and Philippine will be brought into the construction site with cheaper wages to be exploited for 24 hours. That has been the case of Hwasoon where the Samsung C & T sub-contracted companies enforced the production of 9,000 ton caissons, of which 10 are now floating, whether broken or not by typhoons   in the Gangjeong Sea.

    It is told that the navy has requested more policemen to enforce construction for 24 hours! The people’s struggle will be then for 24 hours in shift, too! Even the policemen think the navy is crazy. It is expected that the numbers of the policemen will increase at least by the end of this week: From about 250 (3 police companies) to 500 (6 police companies) daily.  The government has been pouring the people’s tax to enforce this illegal construction (destruction).  24 hours police watch, seldom precedent since the military dictatorship of Park Chung-Hee during 60s and 70s.

     

    On Oct. 19, 2012, the Jeju press reported that Ku Seul Hwan, the Security director of the Seogwipo Police Station got a medal from the Jeju Provincial Police Agency on the Day of the Police, being acknowledged for his exploit in his security duty for the VIPs in the WCC. But he is an infamous man for the peacekeepers in Gangjeong. He is the one very well known to direct his policemen to use hammer and electric saw to the cut the PVC pipes with which the peace keepers have connected their arms one another to block the explosive cars and cement mixer trucks  on March 19 and April 16, this year. Forget human rights Gangjeong.

     

    Despite all those, it is encouraging to hear that as of September, the navy could use only 50 billion won of the 107 billion won  allocated for the base project budget, 2012, which has law-evasively been transferred  from last year. The navy has planned to use 78 billion won by September. The not-executed 28 billion won is what the field protesters could bring for all of us. Their daily dedication is bringing the result.

     

    How you can help them?   • Caisson production is illegally and unreliably being done: Gangjeong villagers’ statement on the navy’s illegal destruction of environment

    Below is the translation of the Gangjeong Village Association’s statement on May 22, 2012. (Sorry for any mistakes for hurried translation in advance). You can see the original Korean script here.

    Title: The Jeju Island government should take stern legal action on illegal and unreliable construction (destruction) of the Jeju naval base project!

    The caissons that would be thrown down in the construction area of the Jeju naval base project are of giant structure of 38m length, 25m width and 20m height for each. Considering such giant structure of 8,800 ton for each, it should be natural that the [steel] frames of those should be strictly made as in the layout. However, there has been a controversy that the frames of the caissons [..] have been made unreliably.

    [The government] has seriously ignored democratic procedure without holding any hearings for the villagers during its process to get villagers’ agreement but allowing only the people who were bribed before; has annulled absolute preservation areas [in the village] in snatched way; and has been lack of persuasive explanation on the urgent reasons for security matter. NOT ONLY THAT, even though prior environmental review following the law on protection of natural environment had to be done before selecting location, it was done AFTER A YEAR of location selection while the government having APPROVED the project WITHOUT ENVIRONMENTAL IMPACT ASSESSMENT. The whole process of naval base construction (destruction) was of the extreme of irrationality throughout all its process.

    As if it is not enough to get the permission on the altered condition, holding down the law on protection of cultural treasure by the force of the Ministry of National Defense, it PROCESSED construction(destruction) EVEN DURING the excavation period on buried cultural treasures, using shortcut method of so-called ‘partial construction.’ The purported ‘Beautiful Tourism Port for Mixed Civilian-Military Use,’ of which the name was put to deceive the Island people, while the government clearly promoting a military-only port, has been proved out to be DUAL FROM THE BEGINNING.

    While port operation rate has been suspected with the exposal of flawed layout, the Jeju naval base project that is now being in conflict with the position of the Jeju Island government for the matter on the two cruises’ simultaneous port entry & exit is now bringing reputes as the [central government] attempts to establish A MILITARY FACILITY PROTECTION ZONE in the current stage, which can be done ONLY AFTER permission for building completion according to the Port Act (law on harbor and bay). It is really suspicious whether it is truly a national policy further with the matter on unreliable construction (destruction).

    In a word, it is ‘an example of business wasted of national tax’!

    Furthermore, blast has been enforced even though the Gangjeong village association has warned many times that precise investigation is needed on the underground water vein, concerning about the water source of the Gangjeong stream. And now the blast has been enforced, the front sea and the port area of the village are now being increased with damage for daily dirty water, despite no rain. The Jeju Island government that has not taken any measure is committing DERILICTION of DUTY even though it was confirmed that the silt protection layer has never been restored by the result of underwater investigation and the village has submitted the Island government its opinion statement on the date of May 15, demanding construction stop at least until the completion of reduction measure following the law on the Environmental Impact Assessment and Public Waters Act.

    Further unbearable is that the Island governor has not made public any of its position even though he himself was humiliated when a low-level personnel of the Prime Minister Office scolded the Island government for its boycott on the simulation [on May 16] and declared on enforcement of construction (destruction) […] on the very day.

    (The Jeju Island government boycotted the simulation as the Prime Minister office refused to accept its demand on the simulation on three among five cases.)
    The Gangjeong village association strongly demand the below to the navy and Jeju Island government.

    The navy should not hide any more on the unreliable caisson production. It should remove away related caissons not to mention two caissons that it has already provisionally installed in front Sea of Gangjeong [..]

    The Gangjeong village association clearly says that it would constantly take measure of accusation on the chief of the naval base business committee and joint chief of naval operation, by the proofs on the fields of dirty water flow because of enforced destruction despite damage on the silt protection layers.

    The Jeju Island government should take precise investigation on the underground water regarding the Gureombi Rock and should be clearly responsible for its dereliction of duty in post management and supervision of environmental impact assessment based on related laws. If it finally abandons its responsibility, the village association would constantly raise dereliction charge against it with criminal cases. And the village association warns it that the village would stage the movement on the resignation of [governor, Woo Keun-Min] if he is not be with the village despite the fact that it is becoming clear that it is only a naval base ( # not a civilian-military dual port).

    Finally it is nothing but impudicity that the navy that has been allocated only 4.9 billion won for the item of layout compensation because the National Assembly has cut 96% budget on the Jeju naval base project [due to exposed frauds in process and layout of the project] plans to hold an environmental impact assessment fair following [the plan] of building of military official residence, in the Kimjung Culture Hall on May 29. How does the navy dare to hold such fair when its budget for purchase of land for that business that will be taken in the vicinity of the village, has been ALL CUT? If it attempts to place an order on that business by diverting budget previously approved, we would definitely ask it for that charge.

    To save Gangjeong, the Life and Peace village, to realize the Jeju, the Peace Island, and to build peace without threat of war in Korea, Northeast Asia and world, the Gangjeong village association and villagers will fight to the end, along with people in the world who support the Island people and Gangjeong village.

    Photos presented by an informant to the Jeju Sori. The informant claimed that the caisson-producing subcontract company of Samsung in Hwasoon port has been doing unreliable caisson-production works by reducing the amount of steel frames of caissons, in violation of layout.

    In the photo on the combination of steel frame, lower part is connected with the reinforcing rods of 800mm while upper part is connected with far shorter 200 mm.

    According to that informant, the strength of structure is weaker when the joint of the reinforcing rods is shorter.

    He also said, “If caissons are unreliably constructed, the possibility of damage by shocks due to sea wave and big military vessels when they come alongside the pier becomes higher. Even verification becomes impossible once those caissons are thrown into the sea.

    It is known that about 220 workers including 180 Vietnamese and 40 Koreans are working on caisson production doing all-night works in Hwasoon port.

    The Samsung C & T is to throw 57 caissons of 10 stories height caissons into the 1st work area of the Gangjeong Sea for coming 19 months.

    (# If the construction is completed, it is expected that about 89 caissons will be put into the sea as a whole.)

    Go Gwon-Il, Chairman of the Villagers’ Committee to Stop the Naval Base explains how the navy has distorted the base layout to enforce the project, by showing maps in the navy’s investigation and test report (Jan 2010) on the matters of ship transportation and mooring safety. The below is the summary translation of the video.

    1. With a drawn circle of 2km radius from the center of the naval base project area (so called Beautiful tourism port for mixed civilian-military use or Civilian-Military Complex Port for Tour Beauty), the navy cannot avoid to include the UNESCO Bio-sphere Reserve and buffer zones in its base project area.

    However, the navy, being aware of such reality, has made a shortcut of setting up environmental impact area around the project, in rectangular not circle.

    More ridiculous thing is that the navy, finding that the rectangular form still includes those zones, distorted the square again to a bashed one, only to be looked as if the base would not affect those zones.

     

    2. In the harbor and bay layout (time code, around 1:44), cruise and aircraft carrier are shown to moor in a same dock, which brings only laugh. Further in case of cruise–docking, the ships moored inner side of dock go through difficulty in entry and exit of port, are in need of skillful naval shipbuilding, and are even recommended to use another dock.

    It means the cruise should not enter the dock when military vessels already moor. By the propensity of defense facility, there could be no civilian-military dual use port in the world. That is why the navy cannot but conduct such series of frauds in enforcing the project.

     

    3. In the table on the subjective navigation difficulty degree (time code, around 2:50), which ranges from the easiest to the most difficult, the entry & exit of big military vessels are evaluated ‘difficult,’ or ‘very difficult.’ What a waste of tax! It could be interpreted that the navy wants to warn cruise that are bigger than military vessels not to enter such dual use harbor.

     

    Mr. Go Gwon-Il says ( time code, around 3:30)

    “The navy sends the villagers in favor of naval base in travel abroad; cheats them as if it would give them with tremendous compensation fee; and makes villagers estrange within themselves. The naval base project is being irrationally driven despite violation of law on cultural assets and of environmental impact assessment, and layout flaws. The project would only profit Samsung and Daelim.”

    Will the Jeju naval base business make rich the Island people? Park Ki-Hak, Research Institute for Peace and Reunification of Korea, refutes such navy and government logic. Beside the translated parts below, he also mentions the cases of naval bases in Pyeongtaek, Donghae, Jinjoo, and Busan in South Korea and of Hawai’i where economic and environmental damage is serious. The government used to mention Hawai’i as an example that the Jeju should refer to and follow, saying that the Hawai’i tourism has been benefited from the military bases there.

    The navy says more than 40% of 772.6 billion won (six years’ business term, standard in 2006) of the Jeju naval base construction cost would be allocated to the Jeju local enterprise. However, the ‘result on the impact analysis of the Jeju naval base,’ carried by the joint civilian-government team in 2006 evaluates that it would be only 18% of the construction cost that directly contributes to the income improvement(annual average income improvement: 23.2 billion won/ job numbers: 1,697) therefore ‘it would not be desirable to cling to that point.’ Still, even 18% is excessively exaggerated.

    Even though the report assumes that the Jeju region construction enterprises would take charge of 30% of harbor & bay construction, 30% of land construction and 70% of new construction on the military residence, regarding smallness of the construction business in the Jeju region it is unrealistic,. It is proved by the fact that the share rate of local enterprise is 15% each in case of harbor & bay and land construction that the Samsung and Daerim carry in consortium each. Also the assumption that the Jeju local enterprise would use 100% of the labor force from the actual field of the Jeju is unrealistic in cases of the constructions on new apartment, harbor & bay, land, and communication construction. In accounting the numbers of jobs, the report is also exaggerating the numbers of jobs by basing on total production by one person, which is far smaller than the wage of Jeju worker that should be criteria.
